So I bought some 13-14 tails for my 2012 GT500. In the pics, they look pretty decent, some swirl marks, probably some light scratches. What would be best to polish them up and have them looking really clean? Light compound and buffer?

Yes, start with the lightest chemical and pad combo that you have and see how your results are. If needed, step it up. I've had some really good luck correcting Ford tail lights in the past.

Would you recommend polish first or an actual compound?

Usually a light compound will take care of it. This is Adams Finishing Polish (white) and a Flex 3401 machine

After polishing up taillights or headlights is it a good idea or okay to apply a paint ceramic coating to them?

Recently ceramic coated car and have leftover ceramic coating, figure lenses that repel water and clean easier is a good thing.
