Why can't Terminator's replace cluster lights?

I was watching a Danny Johnson Video and it said you can't replace the 03-04 Cobra cluster lights with LED's? I was wondering why that is, I see its a ballast bulb from his comment but I am no pro since I swapped to LED in my 97 I would assume you could do the same in 03-04 Cobra.

The cobra gauges are reverse glow with the ballast like you’re saying. It doesn’t have individual bulbs like the normal 94-04s.
As a side note, I have an inverter video I will be making on a spare cluster, but it doesn’t light up as bright as factory.
Back to your question, it’s like trying to install a regular light bulb in place of a fluorescent light. You can’t. They are just that different

Okay then so if the inverter stops working then you have to replace the whole cluster? That doesn't seem to be that smart of engineering in my opinion.
