IIRC once PATS is armed it can't be defeated until dealer disarms it. Then it can be deactivated in a tune. I've not run across a 96-04 that couldn't crank the engine even with PATS dash light fast flashing armed. Think as others mentioned you may have starter or battery charge issues. Following thread for more details.

PATS prevents the fuel pump from powering up - the engine should spin over until the battery dies but it wont start. If the motor won't turn over it is NOT a PATS issue, you have an electrical issue (battery, starter, harness etc... not sure how the CCRM in the pass fender fits into the equation)

First time this happened I thought that PATS was to blame as well. Still had the issue on a fresh battery and found it was a bad starter. Put in a fresh battery and see if you can re-charge the existing one.

My car has an aftermarket alarm that kills my battery on a slow drain within two weeks. Therefore I put the car on a battery tender.

Well I don't under stand why I have open circuit on my fuse?
