What do you plan on using it for? I switched to Macbook pro in 2010 and still have it and use it daily. I never had a windows laptop last this long. I use it for photo/video editing and everything else I throw at it. I don't play computer games so perfect for me. Only thing I've done is add new ram and a SSD.

Wife bought a macbook air last year and she loves it.

It depends what you are using it for, for just browsing and word processing, presentations, media we love our i7 Mac air. I'm not a Mac fan myself, but this one is very convenient and quick. We've had it for 4 years and it hasn't slowed down any or given us any issues. Still on the original battery that holds a few hours as well.

Spectre x360.

Whatever you get, make sure it's got an 8th gen processor. Huge difference between 7th gen and 8th gen.

I have an older asus. If I needed a new one I'd go asus again for sure. I've seen nice Ultrabooks with a mobile i7, 16gb ram, 512gb nvme drive, and a Radeon graphics chip. I've seen them go for ~1k towards the end of the model year. Brand new they are 1.3k

ASUS ZenBook Pro UX501VW-US71 15.6-Inch 4K Touchscreen Laptop (Core i7-6700HQ CPU, 16 GB DDR4, 512 GB NVMe SSD, GTX960M GPU, Thunderbolt III, Windows 10 MS Signature image) https://www.amazon.com/dp/B01CQRNBJG/ref=cm_sw_r_cp_apa_TCl9zb2J8CZ4R

HP elitebook refurb or Dell latitude refurb. They both have stores for public online.

I have purchased from both. I currently have a 3 year old elitebook 840 and my brother uses a 3 year old elitebook 850 in the oil field daily.

If all you're using it for is word processing, spreadsheets, internet browsing, etc. Just get a Chromebook.

Asus Chromebook Flip C302 is perfect. Less than $500. Spend the rest of your $700 budget on car mods, booze, etc.

I know they're a bit more expensive than most Windows laptops, but I've had three MacBook Pro Retina laptops and absolutely love them. I would not own any other brand. One, the quality is outstanding. Two, I much more prefer macOS (High Sierra) over Windows. My wife has one, too. Mine is about 9 months old. So, my recommendation would be a 13" MacBook Pro Retina (awesome screen with super crisp text). The MacPro Air is cheaper at $999. but it doesn't have the Retina screen. Trust me, if you're going to use it a lot, get the Retina screen. There is a big difference and it is so much easier on your eyes. The text is super crisp and tight. No fuzziness. No jagged edges.

Certainly look into the refurb corporate machines from HP or Dell. A zbook 17 from HP could work well for you. I believe the Dell variant is a 7710.
