Hey, wanting to see if I can get some help on what pulley I will need on my car to achieve 19#.
I will be running a gen 1 whipple, kooks headers and would like to keep the stock lower. I have done some research and can't seem to find anything set in stone, so maybe I could some feedback from you guys. Thanks

3.0 should be right around 19#'s with the longtubes.

Remember that all things being equal - closer you are to sea level, the higher the boost and cooler the air, the higher the boost. Also, long tubes will lower your boost - again all things being equal. Gen 1 vs Gen 2 Whipple 2.3 are usually considered to have a 1-2lb difference in favor of the Gen 2, so with a Gen 1 and longtubes, you are going to really struggle to hit 19# with an upper only. The smallest readily available pulley is a 2.75, to get smaller than that you will need to find a near mythical Richard Racing 2.7 or 2.6.
