Rim does not seat on one side

I have a buddy who bought used wheels, all the wheels fit fine with the exception of one on the front. The rims doesn't seat unless a 5mm spacer is used on that side. I asked him to switch left to right to see if it was the rim or car. The rims did the same thing on the same side which eliminated the wheels being the issue. Its a non brembo car and the rims are 20x9 and clear brembos. My next step is to ask if the car has been in an accident or something. Has anyone ever experience this? The wheels are Concavo 20x8 with a +25 offset. Slightly aggressive but no reason they shouldn't seat on the hub.... and only one side at that.

Perhaps a hub or axle has been swapped? I've seen a slight radii around the lug at the hub on some brands. A countersink tool before pressing studs or on the backside of the rim might cure it.
