IIRC once PATS is armed it can't be defeated until dealer disarms it. Then it can be deactivated in a tune. I've not run across a 96-04 that couldn't crank the engine even with PATS dash light fast flashing armed. Think as others mentioned you may have starter or battery charge issues...
