P21s Polishing soap or Optimum Metal Polish work really well.
If you want to pick something up from the local auto store, Mother's Mag & Aluminum polish or Blue Magic metal polish work well too.

If you're looking for a pretty decent OTC wheel cleaner, Griot's Heavy Duty Wheel Cleaner is pretty good and available at some auto stores. Spray on, give it a little dwelling time then agitate and rinse off. Don't let it dry in the sun, though.
