Thank you everyone. I have checked the connections and gotten ahold of a wiring schematic. I can command the fans on and off with the scan tool and it says that it is switching from command on to command off. Maybe after I do the trouble shooting I'll have to get the recall thing taken care...

Got it out, just a piece of red plastic wedge in the middle of the connector. I have a pack of fuse harnesses but hell if I have those connectors that get crimped in the end and inserted in the connector housing. I'd imagine I can find one tomorrow or maybe have to go straight to Ford for them...
