Congrats on the Cobra, they sure are fun cars! The first mods i did were 4.10 gears and the FTBR bushing kit for the IRS, it was really a night and day difference. Other than that the only other mod I noticed a difference with was a set of long tubes, but unless you have a workaround for SMOG...

Good possibility, I had an 03 with 70k that had a clogged cat. OP, disconnect the EGR tube from the intake manifold and take for a drive, you should be able to tell fairly quickly.
If it's the 3.4 the intake manifold gasket is probably leaking and clogging things down the line...
I completely understand what you're saying, and it's a shame this state; that unfortunately spans the majority of the US west coast, is subject to the laws and taxation proceeding over it as a whole.

Where I'm located you only need to pass emissions once. IE: Upon initial registration in CA, or if you are selling/transferring ownership.

Mine kind of did something similar when the fuel pump was on its last legs. I was lucky though, the pump gave out completely within a couple weeks of the intermittent starting. It had about 75k miles on it at the time.
