I owned a 97 Cobra for nine years in which I highly modded the exhaust, suspension, intake, etc for road racing. I know the SN95's ins and outs. I have the opportunity to buy a 95 Cobra with very low miles and a few tasteful mods. However I've owned two C5 Z06s so having something with 400hp is a must have now. Is it possible to get a 95 Cobra near that number? Can heads, cam, and intake with a tune get a 5.0 Cobra near 400hp at the flywheel?

Not really, but add a Vortech and you'll be right around 400.

Yes, but you'll need more than 302ci to do it. Look into strokers.

Yes you can get close. You’ll need nice heads like afrs, custom cam (fti), long tubes, Holley systemax, some rpm

The car already has shorty headers and an aluminum drive shaft. I'd be satisfied with 350rwhp and 375 torque.

To get 350hp at the WHEEL is going to require the recommendations above.
