Your more than likely going to need a tune as well. You buy new you save $200 or more on a tune because it comes with the purchase, you buy used you don't. Just something to keep in mind on total cost.

If your going to buy a new VMP blower get the R for a couple hundred more. If for any chance you want to go bigger you'll have a used IIR and probably get a good return. Plus it's just a better design. If your looking to save money buy a used Gen II

I'm actually gonna have the car towed to my tuner who is a few miles across town and have it dyno tuned
No need to do that just for a blower swap. Granted you need a tune, but driving it a few miles should be fine if you stay out of boost.

For 700rwhp, I'd expect a used Trinity 5.8 blower will get you there easily. I'll have my ported/welded stock TVS with matching ported BPS elbow for sale soon and that made 755rwhp (granted, bolt-on 5.8 but not huge difference from 5.4).
If going used, a '13-14 blower should meet your goals.
On the VMP series, I'd expect the Gen 2 to go away when tock runs out, all further will be R case.

He means they're maxed out at WOT, not just piddling around driving normally. You can still drive it to them. Just stay out of boost, as in, keep it under 5psi on your way there.

Not a good idea if they're already swapped, which it seems he has/will
