Officers Parked in Median With No Lights

Last night I almost got into a head-on collision with a Ford Expedition K9-Unit and tonight in the same exact spot I almost rear-ended an officer in his crown-vic, both had no lights on the exterior or interior. Normally when an officer is trying to be "stealthy" they at least have the front two yellow lights of the crown vic on, which I believe activates their brake lights as well. But sitting with no lights on parked in the median of U.S.41 is asking for a problem

They park in the median just to cause accidents. Or make sure you are paying attention to lane control in the median...

If your question is may they do it- the answer is YES. Most states, like GA, have laws specifically addressing law enforcement. I'm sure you have seen drives between/connecting controlled access highway traffic lanes- they are for emergency vehicles, i.e. law enforcement to turn around if needed. As for stopping/parking in the median- it's done all the time.

WTF guys. I passed this Crown Vic patrol car who's driver side fender was a different shade of white than his passenger side fender! I mean, WTF. I could have sped by him not knowing he was a cop!

Is there a way I can get the whole force fired for this? Someone needs to be held responsible!

Serious question here-

Last year we were driving on the hwy going over a hill. There is an on ramp on the other side of the hill and a Motorcyle Police officer was leading a line of cars for a funeral. He merged onto the hwy and stopped in the middle of the right lane(2 lane both ways). We came over the hill and had it not been for quick thinking and no one beside us, we would have rearended him, ended up in a ditch or hit another car to avoid him.

So my question is: Is a cop allowed to stop dead in the middle of a lane on the hwy when traffic can't see him until it's almost too late? I figured he would have stopped in the median because when a cop has someone pulled over, you naturally(most people) merge to the other lane.
